Mike: I don't think one is better than the other. The real question is how are you going to use location-based apps. Foursquare is the big gorilla, with straightforward checking in and great analytics for businesses to use to help measure success.
Whrrl is a great application if you have stories to tell. I like the ability to take pictures of the places I am checking into. That's the big selling point for me.
Of course there are other location-based apps like Gowalla, which is beautiful, waze, causeworld, trapster, greenopia, booyah, yelp and loopt, to name just a few other apps with different purposes.
